णे : युद्धभूमीवर देशासाठी सर्वोच्च बलीदान देणाऱ्या सैनिकांच्या वीरपत्नी व मातांना हालअपेष्टा सहन कराव्या लागत आहेत. कारगील युद्धातील अनेक सैनिक व त्यांचे कुटुंबीय आजही मदती पासून वंचित आहेत. अनेकदा सैनिक, त्यांच्या कुटुंबीयांना गावाच्या किंवा शेतीच्या वादातून मारहाण होते. अशा विविध अन्याय अत्याचारांना वाचा फोडण्यायासाठी कारगिल विजय दिवसानिमित्त (26 जुलै) सैनिक फेडरेशनच्या वतीने सैनिक कल्याण मंत्रालय व सैनिक कल्याण विभागाला टाळे ठोकून जेल भरो आंदोलन करण्यात येणार होते. मात्र, आंदोलनाची हाक दिल्यानंतर माननीय सैनिक कल्याण मंत्री दादाजी भुसे यांच्याशी झालेल्या चर्चे नंतर मिळालेल्या आश्वासनामुळे तूर्तास या आंदोलनास स्थगिती दिली आहे, अशी माहिती सैनिक फेडरेशनचे अध्यक्ष, माजी खासदार, ब्रिगेडीयर सुधीर सावंत यांनी पत्रकार परिषदेत दिली.
यावेळी सैनिक फेडरेशन कार्याध्यक्ष नारायण आंकुशे, सैनिक फेडरेशन महाराष्ट्र राज्य उपाध्यक्ष दीपक शिर्के, पश्चिम महाराष्ट्र सैनिक फेडरेशन अध्यक्ष अनिल सातव, पुणे जिल्हा सैनिक फेडरेशन अध्यक्ष बाबासाहेब जाधव,परशुराम शिंदे,तुकाराम डफळ,प्रभाकर काळे,आनंद ठाकूर,संतोष भोगाडे,चंद्रशेखर जाधव,कैलास गरगोटे,संपत दिघे,बबन जाधव,दत्तात्रय टोपे,पंडित टोपे आदी उपस्थित होते.
यावेळी बोलताना नारायण आंकुशे म्हणाले, सैनिक कल्याण मंत्रालय व सैनिन कल्याण विभाग हा सैनिकांच्या कल्याणाकरता आहे. परंतु सैनिकांच्या कल्याणाचे फारकाही काम केलेली दिसत नाहीये. कारगिल युद्ध होऊन 21 वर्षे पूर्ण झालेले आहेत तरी अनेक वीरपत्नी व मातांना त्याचा मोबदला मिळालेला नाही. खरंतर सरकारने, सैनिक कल्याण मंत्रालयाने व सैनिक कल्याण विभागने सैनिकांची चेष्टा चालविली आहे. याविरोधात आवाज उठवण्यासाठी सैनिक फेडरेशन कोअर कमिटीच्या वतीने 26 जुलै कारगिल विजय दिवसानिमित्त सैनिक कल्याण मंत्रालय व सैनिक कल्याण विभागाला टाळे ठोकून जेलभरो आंदोलन करण्यात येणार होते. मात्र,या आंदोलनाला कृषि व सैनिक कल्याण मंत्री दादाजी भुसे यांच्या आश्वासनामुळे तूर्तस स्थगिती दिली आहे. तसेच सैनिक कल्याण मंत्रालयाची बैठक 27 जुलै रोजी होणार आहे. त्याच्याकडे ही सैनिक फेडरेशन कोअर कमिटीचे लक्ष आहे. त्यानंतर आंदोलनाची पुढची दिशा ठरवली जाईल.
सैनिक व माजी सैनिक यांच्या प्रमुख मागण्या-
1. सर्वप्रथम जे सैनिक व माजी सैनिक यांचे महसूल विभागात शेती , जमीन महसूल संदर्भात प्रश्न व तक्रारी असतील तर त्या प्राधान्याने सोडवण्यासाठी उचित कार्यवाही त्वरित करावी.
2. सैनिक सेवा निवृत्त होण्यापूर्वी त्याला स्वयं रोजगार हमी, नोकरी मिळावी यासाठी खात्री द्यावी.
3. सैनिक व माजी सैनिक यांच्या कुटुंबाची सुरक्षा व्हावी, महाराष्ट्रात कित्येक ठिकाणी माजी सैनिक यांच्यावर हल्ले झाले आहेत. यावर अंकुश ठेवण्यासाठी जिल्हाधिकारी व जिल्हा पोलिस अधीक्षक यांच्या अध्यक्षतेखाली समिती स्थापन करण्यात यावी यामध्ये माजी सैनिक यांचा समावेश करण्यात यावा
4. सैनिक कल्याण विभाग यामध्ये मागील कित्येक वर्षांपासून पदे रिक्त असून त्या जागा त्वरित भरती करून कामकाज पूर्ण करण्यासाठी चालना मिळेल
5. पुनर्रनियुक्त माजी सैनिक यांना वेतनश्रेणी व बढती करताना मागील नोकरी (सैन्य सेवकालावधी) ग्राह्य धरण्यात यावी
6. पुनर्नियुक्त माजी सैनिक यांची बदली त्यांच्या जिल्हा अंतर्गत करावी
7. सैनिक सरंक्षण कायदा करावा.
8. शिक्षकांप्रमाणे सैनिकांना आमदारकीच्या दहा राखीव जागा मिळाव्यात.
9. स्थानिक स्वराज्य संस्थांमध्ये सैनिकांना दहा टक्के जागा राखीव असाव्यात.
10. सैनिकांना सरकारी नोकरीत प्राधान्य मिळावे.
11. सैनिक कल्याण विभागात व मेस्कोत फक्त माजी सैनिकांनाच नोकरी मिळावी.
12. युद्धात व सेवेदरम्यान शहीद जवानांच्या वीरपत्नी व त्यांच्या मुलांना हमीपुर्वक नोकरी मिळावी.
13. सैनिकांसाठी सैनिक कल्याण विभागाच्या माध्यमातून दिल्या जाणाऱ्या योजनांची (CEA, ट्रॅक्टर योजना आदी अनुदान योजना) प्रत्येक्षात अंमलबजावणी करावी
14. ECHS मेंबर्स फक्त एम्पाल्ड हॉस्पिटलमध्ये ट्रेटमेन्ट न घेता भारतात कोठेही घेण्यासाठी मुभा असावी.
15. CSD कॅन्टीन चे सामान भारतात कोठेही इकॉमर्स पद्धतीने घरपोच मिळावे.
16. माजी सैनिकांना टोल माफी मिळावी.
17. कलेक्टर यांच्यां माध्यमातून जिल्हावार सैनिकांचे प्रश्न सोडवण्यासाठी कमिटीचे गठन व्हावे.
