कुख्यात गँगस्टर विकास दुबेचा आज सकाळी उत्तर प्रदेश पोलिसांनी एन्काऊंटरमध्ये खात्मा केला. आठवडयाभरापासून फरार असलेल्या विकास दुबेला काल मध्य प्रदेशच्या उज्जैन शहरात अटक करण्यात आली होती. त्याला उत्तर प्रदेश एसटीएफचे पथक आज कानपूरला घेऊन येत असताना ताफ्यातील एक वाहन पलटी झाले. त्यानंतर विकास दुबे पोलिसाचे शस्त्र हिसकावून पळण्याचा प्रयत्न करत होता. त्यावेळी प्रत्युत्तरादाखल यूपी एसटीएफने केलेल्या कारवाईत विकास दुबे ठार झाला.
विकास दुबे हा यूपीमधला अत्यंत खतरनाक गँगस्टर होता. ३० वर्षांपासून त्याच्या गुन्हेगारी कारवाया सुरु होत्या. पाच हत्यांसह ६२ गुन्हे त्याच्या नावावर होते. त्याची दहशतच इतकी होती की, कोणीही समोर येऊन कधीही त्याच्याविरोधात साक्ष दिली नाही.
२००१ साली त्याने भाजपा नेते आणि राज्य सरकारमध्ये राज्यमंत्री असणाऱ्या संतोष शुक्ला यांची दिवसाढवळया कानपूर देहातमधील शिवली पोलीस ठाण्यातच हत्या केली. या प्रकरणी एफआयआरमध्ये विकास दुबेचे नाव आले. त्याने सहा महिन्याने आत्मसमर्पणही केले. पण कोणीही त्याच्याविरोधात साक्ष देण्याची हिम्मत दाखवली नाही. त्यामुळे चार वर्षातच या प्रकरणी विकास दुबेची निर्दोष सुटका झाली.
संतोष शुक्लांची हत्या करण्याच्या दोन वर्ष आधी १९९९ साली विकास दुबेने झुन्ना बाबांची हत्या केली. ते त्याच्याच गावात राहयचे. विकासने झुन्ना बाबांची हत्या करुन त्यांची जमीन आणि सर्व संपत्ती बळकावली. विकासवर स्वत:चे शिक्षक आणि तारा चंद इंटर कॉलेजच्या निवृत्त प्राचार्यांची हत्या केल्याचा आरोप होता. या प्रकरणी तो काही काळ तुरुंगातही होता.
राज्यमंत्री असणाऱ्या संतोष शुक्ला यांच्या हत्येने विकास दुबेच्या नावाचा एक दबदबा तयार झाला. त्यानंतर त्याला राजकीय पाठिंबा मिळण्यास सुरुवात झाली. २००२ साली त्याने प्रतिस्पर्धी आणि नगर पंचायतीचे अध्यक्ष लल्वन बाजपेयी यांच्या हत्येचा अयशस्वी प्रयत्न केला. दिनेश दुबे या केबल ऑपरेटरच्या हत्या प्रकरणात सुद्धा विकास दुबेचे नाव समोर आले. २० हजार रुपयांच्या वादातून ही हत्या करण्यात आली होती.
विकास दुबे गुन्हेगारी कारवाया करत असला तरी त्याचे कुटुंबीय मात्र राजकारणात सक्रीय होते. २००६ साली दिलेल्या एका मुलाखतीत त्याने आपण मागच्या १० वर्षांपासून बिकरू गावचे प्रधान असल्याचे सांगितले होते. विकासचा लहान भाऊ शेजारच्या भिती गावात ग्राम प्रधान या पदावर बिनविरोध निवडून आला. त्याच्या भावाची बायको जिल्हा पंचायत सदस्य होती.
विकास दुबे मूळचा बिकरू गावचा. कानपूरजवळ हे गाव आहे. याच गावात मागच्या आठवडयात विकास दुबेला अटक करायला गेलेल्या पोलीस पथकातील आठ जणांची हत्या करण्यात आली. त्यानंतर पोलिसांनी विकास दुबेभोवतीचा फास आवळला.
विकास दुबे विरोधात एकूण ६२ गुन्ह्यांची नोंद आहे. याच पाच हत्या, आठ हत्येच्या प्रयत्न असे गुन्हे आहेत. सहारनपूर, लखनऊ मधील निवडक गुन्हे सोडता कानपूर आणि कानपूर देहातमध्ये त्याच्याविरोधात बहुतांश गुन्ह्यांची नोंद आहे. १९९० साली कानपूर देहातमध्ये त्याच्याविरोधात पहिल्या गुन्ह्याची नोंद झाली.
