आता संपूर्ण जगावर कोरोनाचे संकट आहे. लाँकडाऊनमुळे संपूर्ण जग जागतिक मंदीकडे वाटचाल करत आहे. यामुळे बेरोजगारीत वाढ झाली.हे संकट फक्त चीनपर्यत राहील व याचा प्रभाव चीनवरच पडेल असा अंदाज ओइसीडी(organisation for Economics co-operation and devlopment) म्हणजेच आर्थिक सहयोग व विकास संघटनेचा फोल ठरला.
ओइसीडी ही जगातील 32 देशांचा सहभाग असणारी एक आंतरराष्ट्रीय संघटना आहे. व याची स्थापना १९४८ साली पँरिस येथे झाली.आर्थिक प्रगती आणि संपूर्ण जगातील व्यापाराला प्रोत्साहन देण्यासाठी या संघटनेची निर्मिती करण्यात आली.
कोरोनाचा पहिला रुग्ण फेब्रुवारी 2020 मध्ये सापडला. हळूहळू त्याची संख्या वाढत जाऊन ती आतापर्यंत १ लाख ७ हजाराच्या पुढे गेली आहे. अपूर्ण सोयी सुविधा मुळे आणि औषध उपलब्ध नसल्याने ही संख्या वाढत चाललेली आहे. हा आकाडा किती तरी लाखापर्यंत जाईल. भारतात केरळ हे एकमेव असे राज्य आहे की ते कोरोनामुक्त राज्य आहे. तेथील सरकारने वेळेवर आणि योग्य पद्धतीने उपाय केल्याने तेथील राज्य आज कोरोनामुक्त आहे. इतर राज्याने सुद्धा त्याच्यासारखी अमंलबजावणी केल्यास संपूर्ण भारत लवकर या संकटातून बाहेर पडेल.
कोरोनाचा हा इफेक्ट्स अजून १ वर्ष तरी संपणार नाही. आणि त्यात लाँकडाऊनच्या काळात मजूर गावी गेल्याने पुढे कारखाने चालू करताना मजूर आणायचे कोठून? जे मजूर सोडून गेले ते पुन्हा परतील का? जर नाही तर स्थानिक लोक काम करतील का? असे अनेक प्रश्न निर्माण होतील आणि त्याचा परिणाम संपूर्ण उद्योग क्षेत्रात होणार आहे.आणि कोरोनापेक्षा भयानक परिस्थिती नंतर १ ते २ वर्ष तरी राहील.
लाँकडाऊन जाहीर झाले .सगळया गोष्टीवर निर्बंध आले आणि याचा परिणाम दैनंदिन जीवनावर आणि देशाच्या अर्थव्यवस्थेवर झाला. महसूलाची तूट भरून काढण्यासाठी मद्याची दुकाने चालू करण्यात आली. पण त्यानंतर इतके दिवस ज्या सोशल डिस्टंसिंग पालन केले जात होते ते पालन करताना कोणीही दिसत नव्हते. आणि त्यामुळे काही प्रमाणात घरगुती हिंसाचारात सुद्धा वाढ झाली. आणि लाँकडाऊन संपेल या आशेवर अनेक लोक होती. आणि त्या कालावधीत मार्केट सुरू असल्याने अनेक लोक खरेदीसाठी बाहेर पडू लागले. त्यामुळे पुन्हा एकदा सोशल डिस्टंसिंगचा प्रश्न उपस्थित झाला.आणि रुग्ण संख्येत वाढ होताना दिसली.
आर्थिक संकट म्हणजे काय ,कोणाच्या मते मंदी तर कोणाच्या मते महामंदी. परंतु लाँकडाऊन नंतर या संकटाला सामोरे जावे लागणार आहे. या सगळ्यांचा भारतीय अर्थव्यवस्थेवर वाईट परिणाम झालेला आहे. त्याचबरोबर बँकिंग क्षेत्रावर सुद्धा वाईट परिणाम झाला. कोरोनाच्या प्रादुर्भाव होण्याआगोदर मोठ्या प्रमाणात अनुत्पादित कर्ज व नवीन कर्जासाठीची घटलेली मागणी यामुळे हे क्षेत्र खिळखिळे झाले आहे.
दोन महिन्यांच्या लाँकडाऊनमुळे कष्टकरी लोकांवर व संपूर्ण अर्थव्यवस्थेवर त्याचा वाईट परिणाम आणखीनच तीव्र होण्याची शक्यता आहे.स्थावर क्षेत्रात विस्कळीत झालेल्या आर्थिक व्यवहारांचे परिणाम वित्तीय क्षेत्र आणि आंतरराष्ट्रीय क्षेत्रांवर झाला.उत्पादन व्यवस्था, उद्योग, शेतीची स्थिती, बँकाची स्थिती,इन्फ्रास्ट्रक्चरची आबाळ,गुंतवणुकीची टंचाई, बेकारी, आरोग्य आणि शिक्षणाची हेळसांड हे जुनेच प्रश्न भारताला आजही भेडसावत आहे.भारतात विरोधाभास आहे.एकीकडे गोदामात धान्य शिल्लक असते. तर दुसरीकडे कितीतरी लोक उपाशी झोपतात. लाँकडाऊन नंतर लोकांचे जीवन सुरळीत होण्यासाठी खूप मोठ्या काळाची गरज लागेल. लघुउद्योग, शेतकरी, मजूर वर्ग आणि लघुव्यावसायिक यांच्यासाठी येणारा काळ आव्हानांचा राहील.
सिएरा लिओनीमध्ये इबोलाचा (२०१४-१५)मध्ये प्रादुर्भाव झाला होता. त्यावेळी उपासमार व कुपोषणात मोठी वाढ झाली होती. तशी परिस्थिती आता सुद्धा निर्माण होण्याची शक्यता आहे.
आत्मनिर्भर भारत या अभियानामुळे देशभरात नवीन उर्जा निर्माण झाली. यासाठी २० लाख कोटी रुपयांचे विशेष आर्थिक पँकेज जाहीर केले. याचा विचार केला असता पाच पद्धतीत विभागणी होणे आवश्यक आहे
१) अर्थव्यवस्था २) इन्फ्रास्ट्रक्चर ३) तंत्रज्ञानावर आधारित व्यवस्था ४) लोकसंख्या ५)मागणी.
भारत हा विकसनशील देश आहे. त्यामुळे याचा फायदा कोणाला कितपत मिळणार हे आता सांगणे कठीण आहे परंतु शेवटच्या घटकापर्यंत ही योजना पोहचणे आवश्यक आहे.आता सध्या लहान आणि मोठे व्यावसायिक अडचणीत आले आहे. आणि त्यात परप्रांतीय मजूर होते ते काम नसल्याने आपल्या गावी परतले. त्यामुळे पुन्हा सगळे सुरळीत झाले की पुन्हा मजूर ,कारखाना चालू झाल्यानंतर दयावे लागणारे भाडे, इतर खर्च याचे नियोजन करणे आवश्यक आहे.
लहान मोठ्या लघुउद्योगांना याचा कितपत फायदा होईल हे जेव्हा सगळे सुरळीत होईल तेव्हा काही महिन्यांनी समजले.सर्व व्यवसायात ई-प्रणालीचा वापर करणे फायदेशीर ठरेल. या योजनेतून नवीन उद्योग सुरु होतील व बेरोजगारांना काम मिळेल. व्यवसाय कोणताही असो तो सुरुवातीला ‘ना नफा ना तोटा’ या तत्त्वावर चालवा लागतो. आता सुद्धा हेच करावे लागेल.
सुरुवातीला ई-मार्केट प्रणाली, फिजिकल डिस्टन्सिंग ,आँनलाईन मार्केटिंग यावर भर दयावा लागेल. तुमची वस्तू इतरांपेक्षा कशी वेगळी आहे,हे सांगावे लागेल. आता तर तरुण उदयोजकांना नवीन संधी चालू आल्या आहेत. त्याचा फायदा ते नक्कीच घेतली. आता बँक पण सुलभ हप्त्याने कर्ज उपलब्ध करून देईल. त्याचा फायदा निश्चित लोकांना होईल.
लाँकडाऊन नंतर महामंदी येईल पण त्यावर योग्य उपाययोजना केल्यास नक्कीच यातून मार्ग निघेल. आणि याचा फायदा स्थानिक लोकांना होईल. त्यांना त्यांच्या राज्यात रोजगार उपलब्ध होईल.आणि त्यामुळे त्यांना इतरत्र जाण्याची गरज भासणार नाही.आणि तेव्हा खऱ्या अर्थाने भारत आत्मनिर्भर बनेल.
